It's likely that the different coloured plastic under the stickers is just the original colouring, as that are has been protected from the elements (UV, humidity, smoke, etc). But yes, glue chemicals may have had a discolouring affect as well.

I usually take some new sticky tape, wrap it round the index finger and continuously dab the area until all the goo is gone. When the tape becomes less sticky, use new tape. It may require some time and effort though.

today i got atf that had some stikcer residue on it and wouldnt come off so i tried metholayed spirits (not sure how to spell) and worked fine but id recommend small amounts on a cloth that absorbs well and just rub it on and off as wuickly as u can to avoid any damage to plsatic
I was just about to suggest this. I'd also suggest windex if the stickers are "papery", you could also use blu-tack if it's old and lost it's sticky just knead the blu-tack for a little while.
Unless you use a solvent (which may damage the toy) all of these methods require time and effort...
The sticky tape method is also what I do. Works really well removing residue from plastic bubbles. Don't use it on cardboard though as it will bubble or worse, tear.
When using this method, pull away at an angle instead of straight up.
