I spoke to the staff at my local TRU, the 2 offers are not exclusive, you can get both 20% off TFs and the free backpack if you spend over $50 on TFs so I took up both
When they scan the backpack it just discounts the total price of it (assuming you have spent $50) and 20% off everything else applicable.
