Guh, whoever wrote this sounds like a total n00b. Metroplex was never designed to 'hide' within a human city, but within the heart of Autobot City, which was built with Cybertronian architecture. And the disguise worked when he surprised the snot out of the Quintessons during the Space Pirates saga.
As for the others...
Cosmos: Yes, he isn't a robot in disguise. Neither is movie Soundwave. Both characters don't need Earth disguises because their roles keep them relagated in Earth orbit. His disguise is better than movie Soundwave though - if a human astronaut crew were to spot him, they'd freak out, whereas if they see Cosmos, they'd report it as a UFO sighting. In fact, Cosmos' profile states that when he's bored he enjoys pranking humans by hovering above cattle fields etc.
Nightscream: Being any kind of beast on Cybertron is a crap disguise. I don't see how Nightscream's technorganic bat mode is any worse than any of the other Maximals in that regard - not sure why he got singled out. Probably because he has the crappiest toy (). Having said that, their beast modes do provide camouflage for the Maximals as it does mask their energy signatures from Vehicon sensors. And one would assume that their technorganic beast modes would've finally become effective disguises at the end when all of Cybertron became a technorganic paradise.
Omega Supreme: Omega Supreme was built to defend the Ark and never intended to be disguised within human society - much like Metroplex. And the disguise worked when he first battled the Decepticons. Of course, it'll probably never work again... but oh well.When you're as huge as Omega Supreme, what else are you going to disguise yourself as? d: But the disguises are really there to fool humans rather than other Transformers, and Omega Supreme doesn't frequent human society.
Rippersnapper: Yeah, it's a hopeless disguise. So are all the Terrorcons. It's not as if his monster mode is much worse than say Blot's. Again like with Nightscream, I'm not sure why he's being singled out. The Terrorcons are at least way cooler than the Firecons.
Nosecone: "You may notice that "cybertronian" and "drill-tank" aren't Earth words" - the Technobots weren't even built on Earth you n00b. Even so, it's Earth of the "future" where vehicles are meant to be "futuristic" (like Hot Rod's sports car mode - we totally drove around in cars like that and had hoverboards in 2005!!)
Swoop: Again, not sure why he's being singled out over the other Dinobots. But remember that the Dinobots did scan their alt modes millions of years ago in the Savage Land where dinosaurs never became extinct. Okay, their beast modes aren't organic, but it probably worked well enough to fool the local dinosaurs... just not well enough to fool Shockwave.The G1 cartoon origin was pretty lame and a subject that has been well parodied by DrSmoov.
Sky Lynx: "In fact, Sky Lynx doesn't even have a robot mode" - His robot mode is the robotic bird mode... much like how Ravage's robot mode is the robotic jaguar, Laserbeak's robot mode is a robotic condor etc. Faaaaaaaaaaar out! And his disguise mode is a space shuttle with a futuristic mobile platform (remembering that he is a 2010 character) - and his shuttle mode is a lot more convincing than say Blast Off's; at least it's white.

In the comics Fortress Maximus' alt mode is Cybertronian. None of the Steelhaven crew scanned Nebulan alt modes because they never intended to infiltrate Nebulan society.
