Using that quality of paint and that number of palettes would blow the toy beyond its budget. Neither Hasbro nor TakaraTOMY would be able to produce a toy like that and keep it within a Deluxe price point (AU$29.99/2415JPY). HasTak needs to keep toys affordable (and it's not as if this hobby isn't already expensive enough as it is!).
Getting back on topic, I think it was inevitable that someone would customise Sideways as Kickback -- the mould really does just scream Kickback. When I first got the toy I was wondering why Paramount didn't go ahead and call this toy "Kickback" instead of Sideways, but I considered:
1/ Sideway's movie model doesn't scream "Kickback" like the toy does, and the movie model came first. I think it just coincidentally turned out that way when HasTak translated the CGI model into the Deluxe action figure (cos the Legends toy doesn't evoke Kickback at all).
2/ Sideways was never named in the film anyway (I guess they weren't able to squeeze that into his 30 seconds of screen time). As far as the movie audience is concerned, his name could just as well be Kickback. Or Barricade. Or Dave.
