Every Transformer I've bought recently has had a 'level 3 Conversion difficulty'. What does it take to get level 4? Has anyone got a Transformer with level 4?

Also, how do they judge these things? Animated Blitzwing is level 3 but he's dead easy to transform, same with Animated Megatron.
I've never paid much attention because I'm pretty sure Conversion difficulty is based on price point. So all deluxes have the same difficulty, which is higher than all scouts and less than all voyagers.
