Actually, I think the problems you are finding with starscream and megatron are because they seem to be a "folding" type of transformation rather than a "stowing" type. I've noticed this recently in the last few years, mostly starting with the movie toys.
Just compare this screamer to classics screamer. The one just folds all the limbs under the aircraft, classics stows the limbs within/to the body making the part of it.
The first very obvious sight of this was movie dreadwing. Man that thing had horrible under carriage junk.
They do this to get a more accurate robot mode. Bulkhead seems to be different, only because he has lots of shell to hide it all.
