Narratively, in the Sunbow continuity? - I'd say yes.
Yes, because the Quintessons were the original constructors of the Pre/Transformers race so it isn't really a far stretch, for me anyway, to see how they could've brought him back and the motives for doing so.
Whether it was the right story direction to take?, I don't know, but I do like the idea of Zombie Transformers though.
