I agree with Paulbot -- IMO Energon Shockblast would be the closest match for a Classicsverse Shockwave. But it's all highly subjective, so really... just go with whichever Shockwave feels "Classics" to you, primatives.

Just grab a group of 'classics-styled' figures and see which version of Shockwave blends in the best. The type of packaging or design of a toy shouldn't exclude or include a figure, as the 'classics-style' was one originally defined by the larger figures in the Classics and Henkei lines.
There were quite a few figures that have been released in that series without a 'Classics style' to it, but still gets referred to as a 'Classics' toy due to the packaging.
Just like a toy released in another packaging/label may not be from the Classics series/packaging, but could have the same design aesthetic, with some 'corporate' reason for its exclusion.
So its up to fans to decide how they group their toys - either by packaging, by release order, by character/theme, or by design aesthetic/appearance.
If it were down to a vote, I'd probably agree that Energon Shockblast is the closest existing "Shockwave" toy to the 'classics' design style. (as in, I think it would blend in best with other toys that are considered 'Classics')
I was considering this myself, since I desperately want a stand-in classics styled shockwave for display. I will answer by saying IMO, DOTM shockwave definitely does not fit in. The aesthetics are way off from the classics style of figures. The Movieverse aesthetic is much more "insect/alien" like whereas the classics takes from the more g1 esque stuff. By that, I mean the designs are boxy and smoothe compared to the movie stuff.
The better solution would be energon shockblast, some of the energon/cybertron fit in well if one wants to shoehorn in figs/characters, because the aesthetic is based on blockiness. However, the price of energon shockblast is high (Ebay). If you can get it for a decent price, (or already have it) then no probs there.
Energon Shockblast all the way. Though as others mentioned he is pretty expensive I know I overpaid like hell for him: $50 loose, no instructions.

DOTM Shockwave is really cool, but i don't think he's classics shelf material, as has been said Energon Shockblast is better for that, at least until Hasbro make a proper classics one.

...what are the odds that if Hasbro did do a Classicsverse Shockwave, he'd have an unsightly and totally unnecessary orange barrel cap? (-_-) Or worse, another kind of Nerf gun with clown colours like Classics Megatron.

Yeah, Energon Shockblast is the closest so far. The upcoming HoS Cyclops or Alternators Shockwave might do OK as well.
Shockwave was a futuristic laser gun. Why would there be a problem with doing a classics style Shockwave?
