i've been looking into a post box myself as i cant install a mailbox into my warehouse cause people will just vandalize it.

I was told $85 for a standard and $105 for a double wide per year.

Do Outback, Pipes and Tailgate have different Anglicized Japanese names? (e.g. Bumble vs. Bumblebee, Cliff vs. Cliffjumper, Wave vs. Swerve)

Looks like they had the same names:
    http://tfwiki.net/wiki/Japanese_ID_number_list

    C-59, C-60, C-61.

Looks like the listing was adhered to for any reissue since Gen1, as it doesn't look like there were any double-ups - because a lot of the reissues used the 50+ numbers that didn't have 'C' or 'D' in front of them (which were added from their second year as they must have realised the numbers were going to blow out real fast in a few years).

The good thing with that list is you don't even need to click on the link to see who the JP named character is, just hover the mouse over the name.

Why is there a toy listed as 00 Primus in that G1 list?

Does the ramp for G1 silverbolt actually do anything other than act as the shield in superion mode?

It's actually an error. It should be C-00 (and should be slotted in with the 'C' section of the list), as it was the JP release of the Cybertron Primus toy. But since it was released in Gen1 packaging/biocard, and after the Galaxy Force toyline ended, it is technically considered a Gen1 Universe toy, like all the Ehobby figures in the 50+ number range.
Even though it was the second official Primus toy in Japan, it was the only Primus toy given an actual TakaraTomy TFs ID number.
