As it is he was hardly in Season 2 except for a few episodes and in Season 3 all he did was show up to get blown up!

I'm fairly sure I've seen some cartoon production materials telling people not to use the character (due to the licensing issues) and that probably applied to the movie too. Although that note is also against Reflector and he showed up in the movie.

I double checked what that comic spread with Omega, Superion and Defensor showed but even that left Skyfire out.

Which comic spread is that? I sorta remember there being a comic adaption of the movie that showed Shockwave's deleted scene...
