From what I recall, the original release overseas had a 20GB and a 60GB model - the only difference being the HD size, memory card reader, built in WiFi and two less USB ports between the two.

For the Australian release, they brought in only the 60GB model albeit without the PS2's 'Emotion Engine' chip and utilised a emulator instead to play some (not all) PS2 games.

So yes, the original oversea's release has the PS2's processor chip whereas the Australian release used software emulation (which eventually was phased out anyway).
