I feel that there is two reasons as to why this game, for the time being, will not see the light of day in western countries:

1. An analysis, being undertaken, has shown that the game wouldn't see a return on investment in the West being that that market is already 95% owned by a singular game.

2. These countries, apart from China, are usually the last to be thought of when it comes to games and MMOs, so the attempt would be to make this game the 'WOW' of the Eastern world, good on them if they manage to achieve it.

Of course the above are just 'Hypothetical' but they're not completely unreasonable, either way it is interesting that they've gone with this sort of Marketing approach.
