To me, the Mutant Beasts have two definitive modes - i.e. two alt modes. The Combiner Class Constructicons and Stealth Force TFs only have one "definitive" mode and transform into an 'intermediate' mode (i.e. body part, attack mode). You're looking at a quantitative count whereas I believe the UCM looks more at a qualitative count.
