It is true that it is indeed cheap to enter, but the choice of items you need to buy aren't the best at being an incentive (most fans wanting that golden Optimus wouldn't be too interested in those three items, and RID Tiny Titans are almost 2 years old, so most serious collectors who wanted them, would have them by now), and these particular items are probably at the expensive end of the range of Malaysian retailers (as you'd expect from a convenience store).

It would be like if Coles here had that promotion and all they were selling at the time were $10 RID Tiny Titans from last year (usually $5 elsewhere) and $15 Rescue Bots figurine 2-packs (about $9 elsewhere). You'd probably buy enough for one entry to see if you get lucky, but very few people would be willing (or need) to buy a lot of them, unless they REALLY wanted to win one, at any cost.
