The new scale goes like this:

5 is "Expert"
4 is "Advanced"
3 is "Intermediate"
2 is "Easy"
1 is "Very easy"
0 is "Non-converting"

Legends Optimus Prime, Bumblebee and Rampage are all Level 1.
Power-Bots Bumblebee is an example of level 0.
