It was clarified at Botcon and mentioned in griffin's report.Though I can't remember where I heard/read it, I believe it was stated by a Hasbro representative that it was a KO and that Hasbro & Takara-Tomy had nothing to do with it.

That sounds like one of the best factory rorts alive! To simply pour a bit of excess blue liquid plastic into a mold, spend 15mins putting it together and then eBay...
A search of completed listings on eBay showed some guy paying $220USD for it, just a week ago...

Hasbro said it wasn't theres, but it could still be a Takara future release.
