Spontaneous out of the blue reissues like these is what makes me think that perhaps Takara's (Tomy) available G1 mold library is actually much more extensive than anyone may think.

Who knows? Maybe they still have the Nightbeat mold within their library in reasonably good enough condition to release a reissue and in turn a Minerva release. Perhaps they still have Overlord's mold or maybe Starsaber's?

Obviously because they haven't reissued a mold yet doesn't necessarily mean that they don't have it.
