I think they shouldn't have restricted Generations to one size class (probably necessary to not look like flooding of assortments to the retailers), because now there is no plausable reason for a separate deluxe line.
I think the Generations line exists because Hasbro wants the Generations toys (being G1/G2) to be distinct from the movie and neo-movie figures in the TF2010/HFTD line. As for why Generations doesn't have other size classes, I think it's because Hasbro will only do a handful of G1/G2-based figures in these other size classes, while Movie and neo-movie characters (like Breacher, Hubcap, Highbrow and Lugnut) will get the lion's share of these classes.

So far, we have three, maybe five G1-themed Legends (if you count Tracker Hound and Sandstorm), 1 G1 Scout (Windcharger) and 1 definite G1 Voyager (Grapple). Hardly enough to justify having these size classes in Generations as well.
