If you place something in your POL on BBTS, do you have to pay for it straight away?

Only if it's in stock, otherwise you pay when it arrives at their warehouse.

I can't even find a listing for them on BBTS

I recall reading something from BBTS a little while ago that said that because they have a direct account with Hasbro, they can't list preorders for items before Hasbro gives them the ok.
